The Appropriations Process
The annual appropriations process formally kicks off each year with the release of the President’s budget request to Congress. The presidential proposal marks the beginning of a multi-month process of finalizing and approving the Federal budget. President Biden sent his Fiscal Year 2025 proposal to Congress on March 11, 2024. On March 14, 2025, Congress passed a continuing resolution (CR) to fund the government through Sept. 30, 2025. The legislation largely maintains overall government funding at FY 2024 levels, with specific adjustments impacting various agencies and programs, including increasing defense spending by $6 billion while reducing non-defense spending by $13 billion.
While the CR maintains funding for the U.S. Centers for Disease Control and Prevention, National Science Foundation, USDA Agriculture and Food Research Initiative and Department of Energy Office of Science at FY 2024 levels, it results in a $280 million reduction in NIH funding compared to FY 2024.
